Our History · A Legacy of Advocacy

A Force for National Cohesion, a Voice of Reason, and a Beacon of Hope.

PANDEF is the apex socio‑cultural and political body representing the interests of the Niger Delta. We unite Ijaw, Urhobo, Itsekiri, Ibibio, Efik, Edo and all ethnic nationalities.

Mission: foster peace, unity, sustainable development, environmental justice, and fair share of oil and gas resources.

From the Kaiama Declaration (1998) to the amnesty program, PANDEF emerged as the unified voice transforming agitation into intellectual advocacy.

PANDEF formally established at PTI Effurun, unifying all ethnic platforms into one voice.
November 1, 2016
Chief Edwin Clark leads over 100 leaders to present the 16-Point Agenda to President Buhari.
2017
PANDEF facilitates Osinbajo's historic peace tour, stabilizing oil production in the region.
2018-2023
PANDEF becomes lead member of SMBLF, advocating for restructuring and resource control.
February 2025
Founding father Chief Edwin Clark passes away at age 97, marking the end of a historic era.

PANDEF inaugurates Rivers Peace Committee chaired by Chief Kanu Agabi, SAN.

Born from the Niger Delta Avengers crisis. On October 7, leaders collapsed all ethnic platforms into one unified body at PTI Effurun.

Diplomatic Engagement · 2017–2024

Facilitated Osinbajo's visit, joined SMBLF with Afenifere, Ohanaeze, established state chapters and Women/Youth wings.

Modern Era · 2025–2026

Chief Edwin Clark was a distinguished lawyer, politician, and the foremost leader of the Pan Niger Delta Forum (PANDEF). He dedicated his life to the struggle for justice, equity, and the development of the Niger Delta region.

Presented to the Federal Government on November 1, 2016 — the "minimum preconditions" for peace and development in the Niger Delta.

01 Relocation of IOC Headquarters — Move head offices to Niger Delta to boost local economies.
02 Maritime University — Ensure immediate take-off and funding of NMU Okerenkoko.
03 Environmental Remediation — Expand cleanup beyond Ogoniland to all impacted communities.
04 Infrastructure — Complete East-West Road and major regional transport projects.
05 Modular Refineries — Legalize local refining to curb illegal bunkering and create jobs.
06 Revitalize Sea Ports — Activate dormant ports in Warri, Koko, Port Harcourt, Calabar.
07 Fiscal Federalism — Return to 50% derivation principle and restructure revenue formula.
08 Security Contracts — Hand oil infrastructure protection to host communities.
09 Oil Block Ownership — Grant host communities and stakeholders ownership of oil blocks.
10 Amnesty Programme Review — Strengthen exit strategy for sustainable employment.
11 Strengthen NDDC — Ensure adequate funding and anti-corruption measures.
12 Economic Development — Implement Brass LNG and Fertiliser Plant projects.
13 Power Supply — Tie regional power supply to gas from the region.
14 Demilitarization — Withdraw military operations to halt human rights abuses.
15 Justice & Law — Resolve legal issues related to detention of regional activists.
16 IDP Resettlement — Support persons displaced by conflict and environmental disasters.
